How can cleaning prevent crime?

Cleanliness shows that someone cares, and reduces the chance of low level ASB developing into something more serious.

Known as the “broken windows theory”, broken down, messy or littered areas attract low level antisocial behaviour. This is because there is an impression that nobody will be around to clean it, and that nobody cares.

Low level issues escalate into damage, graffiti, substance abuse and so on.
